Dear Madam/Sir,
On behalf of the Organizing Committee, we are glad to invite you to present your research results at the International Conference “EU FInance, REgulation and Business EUFIRE 2024” organized at Alexandru Ioan Cuza University of Iaşi (Romania), on the 17th and 18th of May 2024, the year Europeans celebrate the 25th anniversary of the euro.
EURO is for a quarter of a century up to present one of the greatest success projects of the European Union, proving that unity, cohesion and economic benefits are supported by the single currency which is used now by 20 countries and more than 350 millions people.
Considering that Romania is a candidate country to the European Monetary Union, the conference aims at offering the framework for debating the main challenges faced within European Union and globally, emphasizing the regulatory perspective for the financial sector, in particular, and for the business sector, in general. The event will reunite academics, researchers, and practitioners, both from Romania and abroad, and will provide the necessary background for the development of constructive analysis and productive dialogue. Participation at the sessions of the event will be open to academics, researchers, students, and practitioners with interests in EU law, economics and public administration, to present the results of their scientific work and/or to attend/participate in the discussions.
In response to the actual demand for fruitful academic events, the conference organizing committee proposes an on-site format, guaranteeing the opportunity for all the participants to bring up their research results for debate, both in plenary sessions and in panel discussions. The conference offers the possibility to present the papers and to benefit from other specialists’ pertinent opinions on the results of the research. The dialogue between young researchers and reputable scholars is kindly encouraged.

The conference will host the associated Workshop on Strengthening the Jean Monnet professors’ cooperation. The participants at this event (Jean Monnet (JM) professors, researchers and JM courses students/graduates) will analyze the perspective of developing EU studies and the efficiency of the cooperation within the network, in the view of the new JM programs.

Ion GÂLEA
Judge, Court of Justice of the European Union
Born in 1978 in Iaşi (Romania), Mr Ion Gâlea obtained a law degree in 2000 at the Universitatea din București (University of Bucharest, Romania) and a master’s degree in EU law at the University of Paris I, Panthéon-Sorbonne (France) as part of the Franco-Romanian Legal College for European Studies programme organised in cooperation with the Universitatea din București. In 2002, he obtained a Master in International Relations at the Școala Națională de Studii Politice și Administrative (National School of Political and Administrative Sciences, Romania). He continued his studies at the Karl-Franzens-Universität Graz (University of Graz, Austria), where he obtained a Master in European Studies in 2006. Back in Romania, he began to study for a doctorate in law at the Universitatea din București and defended his thesis in 2008. Mr Gâlea started his professional career at the Romanian Ministry of Foreign Affairs, where he held the position of attaché diplomatique at the International Law and Treaties Directorate between 2000 and 2002, before taking up the post of Head of the EU Law Department between 2002 and 2007. From 2007 to 2009, he focussed on a service of public interest as a public notary. After returning to the Ministry of Foreign Affairs, Mr Gâlea was appointed as an expert at the EU Law Directorate and held the position of Director between 2009 to 2010. He was then appointed asGeneral Director of Legal Affairs and worked in that capacity between 2010 and 2016. From 2016 to 2020, he was Ambassador of Romania to Bulgaria and in 2021, he became General Director of the European Bilateral Relations and Regional Cooperation Department at the Romanian Ministry of Foreign Affairs. Mr Gâlea also taught law at the Universitatea din București: he was a university assistant between 2002 and 2012, then lecturer from 2012 to 2016, and senior lecturer from 2016 to 2021. In 2021, he was appointed Professor at that university. In addition, he taught as a Visiting Professor at the Hayastani divanagitakan dprots’ (Diplomatic School of Armenia) in 2010, but also at the Institutul Diplomatic Român (Romanian Diplomatic Institute) from 2009 to 2015 and at the Universidade da Coruña (University of A Coruña, Spain) in 2015. He is the author of numerous publications in the legal field. Mr Gâlea was appointed as a Judge at the General Court on 27 October 2021.
Marius CARA
Head of EIB Group Office in Romania
Marius Cara is the Head of EIB Group Office in Romania, as of 1st March 2024. Before being appointed as Head of the EIB Group Office in Bucharest, Marius Cara was the Deputy Head of Investor Relations and Sustainable Finance Division at EIB. His main responsibilities included on-going liaison with investors, rating agencies, credit and market analysts, and general market communication on EIB developments. In the field of green bonds and sustainable funding, Marius is actively following the market and regulatory developments, being directly involved in the marketing of EIB’s sustainable debt products (namely the Climate Awareness Bonds and Sustainability Awareness Bonds), and in promoting the EIB strategy at conferences and investor events. In 2021 Marius was seconded for period of three years to the European Commission to support its NextGeneration EU funding program. The main objectives of the secondment were to provide knowhow and build capacity in the EC’s investor relations function. Marius joined the EIB in 2006 as Advisor to the Audit Committee and moved to Capital Markets in 2011. Before EIB he worked for several years as internal auditor in the UN system and as a consultant for Pricewaterhouse Coopers. Marius has a degree in business administration from the Academy of Economic Studies in Bucharest, Romania and he is a chartered accountant (FCCA), as well as a member of the Romanian Chamber of Financial Auditors (CAFR) and of the Romanian Body of Expert and Chartered Accountants (CECCAR). Marius is fluent in English and French, being native speaker of Romanian.
Cosmin-Flavius COSTAȘ
University Babes Bolyai, Cluj Napoca, Romania
He is associate professor at the Faculty of Law, Babeș-Bolyai University Cluj-Napoca (Romania). He is currently teaching a range of courses in the field of Financial Law and Tax Law in Cluj-Napoca and Iaşi: Law of Public Finances, Tax Litigation, Difficult Issues of National and European Taxation, Taxation of New Technologies (in Romanian), Introduction to European Tax Law, European & Comparative Tax Law (in English). In the framework of the Erasmus Teaching Mobility Programme he has visited partner universities in Leon (2018, 2019), Valencia (2022) and Perugia (2022). Research activities include a longtime collaboration with Scuola Europea di Alti Studi Tributari, University of Bologna (e.g. study of the system of sanctions for VAT fraud on an OLAF-financed project or environmental taxation), as well as participation in research projects coordinated by the universities in Brno and Lublin (most of these followed-up by joint publications regarding taxation of agriculture or real estate taxation). He is the organizer of the international conference Cluj Tax Forum (2016 – 2019) and editor of Cluj Tax Forum Journal (since 2018). He has published alone or in collaboration more than 50 books in Romania, Italy, Slovenia, Poland, Moldova, more 170 articles in various journals and participated as speaker or keynote speaker in national and international conferences (e.g. EUFIRE annual conferences in Iaşi). Recent publications include: C.F. Costaș, Drept financiar, 3rd edition, Ed. Universul Juridic, București, 2021; C.F. Costaș, Drept fiscal, 3rd edition, Ed. Universul Juridic, București, 2021; C.F. Costaș (editor), Codul de procedură fiscală comentat, Ed. Solomon, București, 2016. Professional activities imply coordination of a law firm and various teaching positions for the National Institute of Magistrature (INM), the National Institute for the Preparation and Perfectioning of Lawyers (INPPA) and the Chamber of Certified Accountants and Expert Accountants (CECCAR).
Instructions for authors:
Extended abstracts (up to 300 words) and/or full-length papers are welcomed, limited to two abstracts/papers per participant. The papers should be written in English and their length should be between 6 and 20 pages. The format of the paper must strictly follow the guidelines (see paper template).
Language and publication:
The language of the conference is English, both for abstracts and papers. All submissions are subject to a double-blind review process and will be evaluated for originality, significance, clarity, and scientific contribution. Accepted papers will be published in the conference proceedings, which will be submitted for indexing in the Conference Proceedings Citation Index (CPCI) by Clarivate Analytics.
Upon authors’ option, selected papers presented at the conference will be considered for publication in renowned peer-reviewed journals. We are glad to have been invited to submit the papers to the special issue of Electronics (MDPI journal), REBS – Review of Economic & Business Studies (indexed in EconLit, RePEc, DOAJ, Ulrich’s Periodicals Directory, Index Copernicus, CEEOL, etc.) and JOPAFL – Journal of Public Administration, Finance and Law (indexed in Index Copernicus, EBSCO, CEEOL, DOAJ, etc.).

Conference fee and registration:
The standard fee is 75 Euro per participant (375 Ron); a discounted fee of 50 Euro (250 Ron) is available for Ph. D. students. The JM community members, and authors of the selected papers to be presented in the workshop associated with the conference are welcome tax-free. Participants will have access to conference materials, as well as the publication of the final paper. The deadline for paying the fee is the 10th of May 2024. The registration fee should be paid after the acceptance of the paper (until 10 May 2024), by bank transfer to one of the following accounts:
